EU–US Data Flows: Stable Framework or Ongoing Legal Saga?
With more than 25 years in the European Commission, Louisa is currently managing the Commission's work on the negotiations and maintenance of several data transfer arrangements, including the EU-U.S. Data Privacy Framework, the EU-Japan and the EU-Korea mutual adequacy arrangements, the EPO adequacy decision and most recently the renewal of the EU-UK adequacy arrangements as well as the adoption of the EU Brazil mutual adequacy arrangement. Before joining the International affairs and data flow unit, Louisa was a team leader in the Fundamental Rights Unit of the same department where her focus of work comprised dealing with fundamental rights aspects of the Commission’s digital rule book. In this capacity, she has been closely involved in the Commissions work on illegal content and disinformation, including the Code of Conduct on tackling illegal hate speech online, the Digital Service Act as well as the EU approach to artificial intelligence. Before joining the Commission’s Justice and Consumers Directorate-General, she served as a Head of Sector in the Trade Directorate-General, dealing with the enforcement of the EU trade defence instruments and prior to this, as Legal Officer in the Commission’s Research Directorate-General.
